If you are using ActiveState Perl, you really should be using the PPM utility to install precompiled Perl packages rather than using CPAN modules directly. Type 'ppm help' at a Windows Command Prompt to get information on this utility.
If you want full access to CPAN on Windows, you might try Strawberry Perl, which is aimed explicitly at providing a full Perl/CPAN experience on Windows. (It also supports modules packaged using PPM, as well.) You can download it here:
